If this doesn't fix it then try - Rename as C:\Windows\System32\MSCOMCTL.OCX as NewMSCOMCTL.OCX, try reinstalling vb6 overwriting all files requested. When I load the program with the MSCOMCTL.OCX containing #2.0# to the other computer it loads without any errors, but if I make changes to the program in the IDE and in my case: c:\users\keith\documents\Visual Studio 2013) and finally now the file could be seen from VST 2013, via: Project, Add Reference, and then clicking on browse and going to the folder. None work on this laptop.

Registered it etc... I've checked the object version in the .vbp-file and it is set to 2.1 since months: Object={831FDD16-0C5C-11D2-A9FC-0000F8754DA1}#2.1#0; MSCOMCTL.OCX Running the .exe file works fine.
